feat(project-bootstrap): add greenfield-full mode with remote create

Three modes now: greenfield-full (new + remote), add-remote, upgrade.
Step 0: detect git/remote/empty state for mode selection.
Step 1.5: Gitea API repo create + push.
Step 8: projects-meta sync for visibility.
Version 1.7.0 → 1.8.0 (MINOR).
